The city-state of Lisvalletta is dealing with a growing problem - a new, highly addictive drug called Anthem that allows users to tap into Overdrive, granting them superhuman abilities. The police are struggling to contain this threat, prompting the formation of SEVEN-O, a special unit that addresses high-risk cases. Kirill Vrubel, a regular police officer, is thrust into SEVEN-O after teaming up with Detective Douglas "Doug" Bilingam to handle a hostage situation involving an Anthem user. This partnership earns Kirill a spot in the unit, allowing him to join forces with other skilled investigators to tackle the city's most pressing threats.
