The Sibyl System calculates a crime coefficient to gauge citizens' mental states, allowing the Public Safety Bureau's Crime Investigation Department to apprehend potential offenders before they commit a crime. Inspectors Arata Shindou and Kei Mikhail Ignatov, new to the department, are tasked with investigating a ship crash that may have been more than just an accident. Their investigation attracts the attention of the mysterious group Bifrost and potentially others. As they delve deeper, Shindou and Ignatov's skills and judgment will be put to the test.
